# Package Holiday vs Flight-Only Compensation: Who Owes What

Package holiday versus flight-only disruption rights — Package Travel Directive / UK package rules versus EU261 airline claims, double recovery limits and who.

> Desk-researched August 2026. AirHelp may appear as a partner path on successful claims — we earn ~15% of their fee via Travelpayouts at no extra cost to you. DIY claims to airlines remain free.

## If my package holiday flight is cancelled, who do I claim from?

On a qualifying package, your organiser (tour operator/package seller) typically owes package remedies — refund, alternative arrangements or price reduction under the Package Travel Directive framework (EU) or UK Package Travel Regulations. Separately, EU261/UK261 airline compensation may still be due from the operating air carrier for the flight. Not for every traveller — confirm fit first.

Flight-only tickets go straight to the airline under EU261/UK261/DOT/APPR as applicable. Packages add an organiser layer — keep both the package contract and the flight e-ticket.

## Organiser or airline — who should you contact first?

Contact the package organiser first for rebooking the holiday, hotels and transfers — they sold the combination. Contact the airline (or a claims intermediary) for Article 7-style flight compensation when the flight itself qualifies. Share documents; do not accept a vague "the airline will handle everything" without written package remedies.

If the organiser already paid a price reduction covering the same flight failure, say so honestly when claiming airline compensation — double recovery is the usual limit.

| Booking type | Primary holiday fix | Flight cash regime |
| --- | --- | --- |
| Flight-only | Airline rebook/refund | EU261/UK261/DOT/APPR |
| Package (organiser) | Organiser remedies | Airline EU261 may still apply |
| Dynamic package OTA | Read who is organiser | Contract defines debtor |
| Self-built separate tickets | Each supplier | No package umbrella |

## Package vs flight-only — verdict

Verdict: packages add organiser duties; they do not automatically erase airline EU261 claims. Keep both contracts and avoid double recovery. Not for travellers who only bought a flight — use the airline path directly. Framework checked August 2026 — cite your package terms and Regulation EC 261/2004 where both apply.

## Package compensation FAQ

Organiser fixes the holiday; airline may still owe statutory flight compensation. Document both and do not claim the same pounds twice. ATOL (UK)?
